Romania and ten other countries will be shamed in a final report of the European Parliament commission investigating secret CIA flights in Europe, a report that is due to be published on Wednesday, EUObserver.com reports.
Besides Romania, the report will also mention Britain, Germany, Ireland, Portugal, Spain, Greece, Cyprus, Italy and Poland.
The source says the report will mention Germany as the host of most CIA flights- 336, followed by the UK and Ireland. The flights are thought to have carried prisoners to the Guantanamo base or to Uzbekistan illegally.
Claudio Fava, who will present the report tomorrow, is expected to say that Poland has hosted a temporary detention center for terrorism suspects near the Szymanow airport in NW of the country.
And the document would qualify Romania, Italy, Britain, Austria and Macedonia as uncooperative in the EP inquiry into the secret CIA flights.

Group hearings in strategic privatizations case
Six of eight people suspected of illegal activities related to the privatization of Romanian strategic companies faced prosecutors on Tuesday, including several foreign citizens charged with crimes against the national security of the country.
The group numbers Mihai Donciu, an IT&C Ministry official with responsibilities in the privatization of Romanian companies; Bulgarian consultant Stamen Stancev, officially charged with espionage; Turkish citizen Mustafa Oral; and British citizen of Russian citizen Vadim Beniatov Don.
An official of the Economy Ministry’s State Assets Office, Dorinel Mucea, and the head of a judicial department of the Privatization Office in Bucharest, Robert Neagoe, also faced prosecutors today.
The inquiry against them was launched as DIICOT, the main body investigating organized crime and terrorism cases in Romania, has received a notification about the existence of an organized crime group formed around Bulgarian citizen Stancev and involved in the leaking of classified information related to the sale of Romanian energy companies.
DIICOT has also launched inquiries into the case-related activities of two other people, Czech Michal Susak, an international consultant, and Romanian Mircea Calin Flore, permanent representative to Romania for a banking consultancy company.

Five companies agree with declassification of privatization contracts
Five out of six companies involved in the privatization of Romanian energy companies have informed the Economy Ministry in Bucharest about their agreement to declassify the privatization contracts. The sixth, Gaz de France, is expected to follow suit on Wednesday.
The five are OMV (Austria), E.ON Ruhrgas and E.ON Energie A.G. (Germany), CEZ a.s. (the Czech Republic) and ENEL Distribuzione (Italy). They have all bought majority stakes in Romanian energy companies through contracts that have become subject of controversies in Romania following a series of revelations about obscure privatization practices.
The Economy Ministry has announced that once everybody agrees with the declassification the contracts will be published on its website.

One in two Romanian women practices safe sex
48% of Romanian women do not use any contraceptive method, according to a study published by the a specialized organization on Tuesday. The study, based on answers from over 1,000 Romanian women aged 15-49m shows more than half of respondents said they would not practice safe sex because “they do not need it”, while 23% said they wanted to bear a child.
“The argument of ‘I don’t need it’, beyond the stated intention of planning to have a child, shows us that women in Romania do not have enough information about conception and contraception. They do not understand the benefits of planning and so they’re neglecting the subject. The high number of abortions confirm this”, says psychologist Aurora Liiceanu.
The best known methods of contraception, mentioned spontaneously by 80% of the respondents, are condoms and contraceptive pills.
But women say they’d rather use natural methods because these would not lead to side effects and be “easy to use”.

MPs speed up vote on 2007 budget
Romanian MPs passed the last articles of the 2007 Budget law on Tuesday after a week and a half of seemingly neverending debates on each line of the draft legislation. Starting this afternoon, parliamentarians will debate how much of the future budget each ministry will receive.
MPs started work at about 10 in the morning and two hours later the last 13 of the total 27 articles of the draft budget were approved. But so far senators and deputies managed to discuss only 100 of the 700 amendments to the law, that were rejected in the budget-finance commissions of the two chambers.
On Monday, the MPs managed to vote a single article of the draft after four hours of debates.

Minister Macovei nominated for European of the Year Awards
Romanian Justice minister Monica Macovei is one among the 50 nominees for the “European of the Year” category in the European Voice awards. The EV gala will take place in Brussels on Tuesday night. The European Voice magazine is part of The Economist Group.
Macovei was nominated for the reform of Romanian Justice and her fight against corruption, two key areas in the preparation of Romania to join the European Union on January 1, 2007. For that, she was considered among the top 50 personalities that have influenced the European political and social agenda this year.

Potential permanent mission for Romanian energy in Brussels
Romanian authorities pay increasing attention to European institutions as the EU accession date is coming closer, and the trend is followed by companies.
An important part of Romanian energy companies under the authority of the Economy Ministry have recently responded an invitation from EURELECTRIC (The Union of Electricity Industries) to join a visit exchange program at the European institutions in Brussels.
The Romanian state-controlled companies giving a positive response to the invitation are Hidroelectrica, Nuclearelectrica, Transelectrica and Electrica.
That is because “2007 will be a key year for political decisions regarding the European energy policies and the future evolution of the market”, Nicolae Coroiu, general manager at Electrica S.A., said during talks with European Commission representatives.
Romanian energy officials visiting the EC discussed the possibility and opportunity to establish an active and permanent mission of the Romanian energy sector in Brussels to better represent the interest of Romanian state and private organizations and strengthen already existing links between Bucharest and Brussels in this field.
