Romania ranks 2, following Slovakia, in a classification regarding the countries applying for Phare funds. This is the main argument which proves that Romania deals with a good absorption of the European funds, the director of the Authority for Structural Instruments belonging to the Ministry of Finances and Economy, Razvan Cotovelea, says. Additionally, 94-96% of the payments have been carried out.
The information refers to the programmes concluded or under way at this moment and was provided by a study of the European Commission. Until November, contracts can be signed for Phare 2005.
However, a problem still needs to be tackled as far as the infrastructure projects are concerned. There are delays in the implementation of these projects because of the properties' register.
The Sectorial Programmes are to be endorsed in July-August, and the solicitor’s guide will be issued in the coming three weeks following the endorsement, most probably it will be delivered by the beginning of September, according to Cotovelea.
