The European Court of Auditors points toward irregularities in tackling the European SAPARD and PHARE funds in Romania in its newly released report on 2005. The document criticizes the way EU farming funds have been spent.
The document, presented by ECA head Hubert Weber, raises the issue of errors in payments for EU farmers for the 13th consecutive years. Criticism focuses on both old member states and new members that joined the EU in 2004.
Romania and Bulgaria are criticized for errors in tackling SAPARD and PHARE funds, mostly in selecting projects and in accepting high-risk payment procedures.
