Romania Government: Laszlo Kovacs was ante-sentencing on the car tax reimbursement
The Romanian Government reached an official point of view regarding the reimbursement of the car tax, invoked by the European Tax Commissioner Laszlo Kovacs, claiming that such a measure can not be anticipated for the moment. The statement was made on Friday by the Governmental spokesperson, Camelia Spataru, one day after the car tax, considered as discriminatory by the European Commission, reached its second infringement stage, being one step away from the European Court of Justice.
"We could consider that the statements made by Laszlo Kovacs represent an ante-sentencing, given the fact that we don't know whether this case will go to court or not", Spataru said. Laszlo Kovacs claimed on Thursday, in an interview for RFI, that Romania will follow the same path as Hungary, where the reimbursement was forced by the European Court of Justice. At this moment, Romania has two months to align its legislation to meet the European standards.
As not mentioned by the news agencies on Friday, Kovacs also explained that Romania will have to refund the money it cashed from car taxes whether or not the case reaches the European Court of Justice. Not only Hungary, but also Poland had to fully reimburse the car tax money, the latter paying over a half of billion euro.
According to governmental sources, Economy Minister Varujan Vosganian will meet European Commission officials next week, introducing Romania's intention to approve in February or March an emergency ordinance, with a new version of the tax, able to meet the Commission's demands.

Romania has two months after the opening of the infringement procedures to offer officials in Brussels a satisfactory answer, or will face trial in the European Court of Justice.
Meanwhile, the Special Telecomm Service (STS), operating the emergency line, claims it is out of funds to support the service and the Telecomm Regulation Authority waits for a law for 112.
"The problems with the 112 service are related mainly to funds. Starting in February, I could cut off the service, because there is no money to pay the salaries", said the STS general manger, Marcel Opris.
Launched in April 2005 with a 40 million euro expense, with Swedish company Ericsson as main equipment and software provider, the 112 service functions according to a law that enables the National Telecomm Regulation Authority (ANRCTI) to pay STS a fixed amount of money. Due to the RON / euro exchange rate evolution, STS sees an unbalance between income and dues.

"Minutes after the EU announced opening the infringement procedures, I was called by the representatives of two major companies, who offered to solve the problem", Opris declared, mentioning that at least 16 EU countries don't have a 112 service as good as Romania does.
An older argument between Romania and the EU, the car first registration tax, may be solved in favor of the EU and the taxpayers. After deciding that the tax was discriminatory, the European Union pushed the infringement process one step further, Romania being on the last run towards the European Court of Justice. Whether Romania goes to trial or not, the car tax will have to be refunded to the 300,000 taxpayers who were forced to pay it, same Cotidianul reads.
For some better news, an Al-Quaida leader was arrested on Wednesday in Galati. The Italian media was the first to find out, since the terrorist may be expelled to Italy, Gandul informs.

In the "most civilized country of them all", a talented Romanian youngster, Alexandra Martha Ursache studies violin at Cambridge. Because the scholarship she earned for her international competition results doesn't cover the food and the accommodation, and her family is extremely poor, she may have to give up her studies. The simple solution - to get a job - is not a realistic option: she is not allowed to work because she is Romanian, Jurnalul National reads.

Far-right leader Vadim Tudor quits resigning, attacks US ambassador
The leader of the far right Great Romania Party (PRM), Corneliu Vadim Tudor, decided not to resign from the Parliament, as he announced after failing to reach the 5% threshold required to win a seat in the European Parliament. The senator motivated his decision by the numerous demands to remain in office received from persons in Romania and abroad, as he declares. Vadim also launched a virulent attack against the US ambassador in Bucharest, Nicholas Taubman, announcing he will demand his expelling from Romania because of some evidence on the involvement of the American official in forging the elections results. Tudor held a 45 minutes speech about Taubman, accusing him of intervention, corruption and terrorism.
